Even the checkouts are upstairs, so if there's no one staffing the floral counter (as appears to have been the case on this visit), anyone buying flowers would have to take them upstairs to check out and then take them right back downstairs to leave. The doors on the left lead into the parking garage area; the indoor area really is just this little strip here. (Technically, the liquor department is also down here, but it's its own separate space with its own entrance, not connected to the rest of the salesfloor -- and it doesn't even seem to be affiliated with Safeway any longer, as its name on Google Maps is now just "The Liquor Store" and the Safeway Liquor signs appear to have been removed recently.)
