Despite the strange layout and overall cheap aesthetic, this store still has full-size service departments, indicating it wasn't entirely intended to be a low-cost format. Unlike some (much less cheap) modern decor packages, this one actually has matching wall tile, though the plain white background with a narrow stripe of the department's accent color is one of the more boring designs I've seen.
