I've seen this horizontal version of the Banner banners before, but it still fits with the overall strangeness of this store! The wall paint is weird too -- there is a section painted in "cards & party" orange, but that department still extends into the blue-painted area for health and beauty. There were a few spots in the store like this, which made me think that the remodel had happened long enough ago that there had already been a bit of a reset... but no, I guess it was just built this way.
