The actual service department is in the same spot as normal, just with the rest of the department out in front of it. I'm not sure why the department sign is so far off to the left here -- seems like it would have made more sense to have it centered on the produce/meat "grand aisle" (but they probably just copied the location of the old sign). This store must have been a test location for the advertising TVs over the meat counter, which have only become common in the last year or two.
