That means the produce department is pushed into the front right corner of the store, set in a little alcove with a lowered ceiling and windows to the outside. I've never seen something like this in a Safeway anywhere else! (I know some older Safeways had produce alcoves with lower ceilings, but nothing that looks quite like this.) It looks really nice (and I particularly like how they ran the upper stripe of the decor along the soffit of the produce area), but it's also quite odd. This really makes me wonder if this store was actually built as Safeway, despite how normal pretty much everything else seems.

It is possible that this store had an enclosed produce area at one time and it was partially opened up at some point and that explains what we see here. I know that the Richland, WA Safeway has a layout very similar to the 1980 Safeway (now Food Town) that is in my area and it seems obvious that Safeway opened up the produce room in the Richland store. So, yeah, I'm wondering if that might have happened here. That said, I can't explain the windows if it had an enclosed produce room! Usually enclosed produce rooms were quite dark, though maybe the windows were added later. Who knows, maybe you're right that this wasn't originally a Safeway.
