I can tell the design review people told Safeway they needed to upgrade the streetscape here, and someone went down a checklist to determine what to add. Leaning rails for the bus stop check (yes, this is a bus stop despite all of the cars parked in it -- Seattle people suck at parking properly), bike racks check, planter buckets (which make no sense since they're in the tree pit) check. It is nice that they included an awning along the sidewalk, but I think that's a basic building code requirement in commercial parts of Seattle these days.
