Here's a somewhat better picture of the deli, showing the weird small beige tiles this store got. Considering the awkward narrow band of the old tiles above and below the new ones, I suspect these are fake tiles stuck on top of the old ones, something that (per the Sing Oil Blogger) Publix has been known to do (though I've never seen it at Safeway before!).
It is hard to tell with this photo, but Publix has done everything from sticking vinyl on top of old tile, to chiseling out rows of old tile and replacing them with new tile, to installing tile on top of old tile, to simply sticking a piece of plastic or metal on top. I would be shocked if other supermarkets don't do it as well. I know Winn-Dixie just installed large plastic sheets of fake tile in service departments during Down Down and Winn Win remodels.
