Even with the low-density health and beauty configuration (the deluxe Lifestyle Refresh design), there's still a lot of dead space in front of the pharmacy! This is one of the largest Safeways in the area (quite possibly the largest, but I can't say that for certain), and I don't believe Safeway ever built a store of this size for themselves in the northwest (the only similar ones I'm aware of all came from other chains), so it's not surprising that things were spread out somewhat excessively. It's the same sort of situation as a lot of Publixes in reused buildings -- some chains (or divisions of chains, in this case) just aren't used to dealing with large stores.
