The disused back entrance is up a short ramp from the main salesfloor, with this little extension of the frozen cases running along that ramp. It's unusual to see bags of ice just dumped in a shelfless portion of the regular frozen cases instead of in a dedicated ice freezer, especially in a fairly modern store like this -- most stores these days have those automated icemaker/bagger units, and stores that don't are typically older ones with a smaller frozen foods section, meaning they don't have such a large ice section in the first place.
