Safeway often posts signs defining what they mean by "local", with this being one of the vaguer ones I've seen, simply referring to "the Northwest" without any further specifics. (Normally, they list Washington, Oregon, and Idaho as the states they consider "local", though sometimes they'll go with just Washington.) That juice sign next to it is a fairly unusual design -- I don't believe I've seen (or at least paid attention to) anything quite like it elsewhere.
