This store really is full of questionable decisions. Apparently someone decided this store absolutely needed a frozen foods sign (despite very few Safeways having this sign, at least around here), so much so that they decided to put it above the snack shelving, only sort of by the actual frozen department! I just don't get it.
I've seen some similarly strange implementations for frozen foods signage!
