I'm guessing the JCPenney here was supposed to have something of a Romanesque look, but it just looks weird, especially with the angled jut-out on this side. Plus, it looks a little bit like the emoji I put in the title!
I wasn't even thinking about an emoji when I first saw the photo of the JCPenney, but now that you mention it, that entryway does look like an emoji...not a pleasant one either! Even that aside, I'm not sure what JCPenney was thinking with that design. It's not a great look. That arched design was very popular with 1990s department stores though. There was a lot of copycat design in those days, unfortunately.
Ha! The Romanesque details inside of the arch are kind of nice, but other than that, you're right that this is a rather cookie-cutter design. The other two anchor stores manage to be even more boring, however...
