It's quite weird for Safeways to have the deli connected to the bakery, but from this angle, it's hard to tell that this is anything other than a standard Lifestyle bakery department (or it would be if I cropped out the wall extending to the actual back of the store). The other oddity here is that there's a wall between the customer portion of the bakery and the production area, which means that there's a lot more wall tile than normal! I somehow don't seem to have any actual pictures of the liquor department, but from this view, you can see that it's in roughly the same spot as normal, near the bakery and deli.
