Sadly, the top part of the tower is just a false facade, not continuing around as a circle. That makes it look a bit odd from this angle, and seems like it would make the interior space a bit awkward too. I'm guessing those doors in the background were once a mall entrance, but with all the tenants over here having exterior entrances only these days, they're now the "Cinema Exit", as the strangely-large sign shows.
