I have no clue where this was in the store, but wherever it was, this bit of empty shelving was still accessible to the general public. That worked out nicely, as these shelves had something interesting that would have been hidden behind product -- original advertisements from Safeway first started its delivery program! As the "Big and Heavy" advertising implies, it was originally intended as a more niche service, rather than the mainstream option they're trying to make it today (still -- they've been promoting it for as long as I've been posting, and are still trying to make it a thing now, years later...). Safeway was probably one of the first grocery stores to get into delivery, and it still doesn't quite seem to be working out for them...
