I'm not really sure what Sears' intent was with using the jewelry case for Craftsman stuff. I wouldn't be surprised if this store had a theft issue (especially considering how few staff there were to keep an eye on people!), but in that case, wouldn't you expect them to lock up the high-value items, not simple tool sets that were on sale for $20-30? But I suppose expecting Seras to do things that make sense is asking too much.
