Looking back, I guess there is a purpose to this side lane -- letting cars drive up onto the sidewalk to park! Guess no one really cares about rules at this mall. But yet there's a giant surveillance camera assembly (with a fake police badge on it) on this side of the store, looking away from the parking lot and any entrances.
