I guess it's a "wet tree" cone now

I almost skipped this picture, until I noticed the wet floor cone way up in the tree at the center of the picture! How did that get up there?? This whole side of Walmart isn't looking particularly presentable, with lots of poorly painted-over graffiti, some still-present graffiti, and some large sections of peeling paint (it actually looks like the stucco behind the paint is falling apart) on the upper levels. The landscaping is looking a bit sad too, especially those three palm trees beyond the loading dock area.
