Apart from parking and the theater, the only thing on the third floor is the "Sky Terrace", a locked space that I've never seen used. Supposedly it's a meeting/conference space that the mall rents out, but it looks awfully empty from what you can see through the frosted glass doors. I'm not really sure what the intended market for this was -- I can't really see businesses wanting to hold meetings in the middle of a mall.
