Floating frozen foods

With the frozen foods department not having any real wall space (and the wall space above dairy, where the sign would typically be located in a store like this one, being taken up by those windows), Safeway made a very interesting choice here and installed a billboard-like hanging sign for the department. This is strange in a few ways, primarily that the frozen foods department doesn't normally get a sign at all in Safeway stores, so it's not clear why they felt the need to improvise like this here; also, this is conceptually the same idea as the "floating" signs in the produce and liquor departments we saw earlier, but implemented in a very different way; and on a rather nitpicky note, it's strange that they used the woodgrain background normally reserved for service departments. Looking at the edge of the sign, I think there's an explanation for that last one: It appears that this sign is made up of two of those service department background panels glued back-to-back, with the edge just left there untidily! (The other side of the sign has the exact same text -- I did take a picture of that, but it didn't turn out very well and it's pretty much redundant anyway.)
