At least thee endcap on the other side of the cut-through is a bit more normal! These produce department mid-aisle cut-throughs used to make a lot more sense, opening into several aisles of (typically) the natural foods department, but these days I suspect Safeway just keeps them because it would cost too much to realign the endcap cases, and they just open into the first aisle, which generally doesn't really hold anything that specifically goes with produce.
