One of the cosmetics brands here got in on the christmas decor spirit, with this strange display consisting of a cart and lamppost (branded Maison Francis Kurkdijan, another company I've never heard of). At least, I assume this is seasonal decor -- it doesn't look explicitly christmasy, but it seems too weird to be just a normal fixture.
It might just be a camera effect making the light in the lamppost look blue rather than white, but the combination of the bluish looking light and the cart makes that look like a classic Kmart blue light special cart! Link: https://flickr.com/photos/busman_49/42567625221/
