The 5th Ave side of Westlake Center is dominated by the monorail tracks, since the station is part of the mall itself (taking up a chunk of the third floor). The weird bridge things visible extending out from the building are there to allow access to the red train, which runs on the eastern (left) track -- to simplify the system, the Seattle Center Monorail only has two trains, each of which is permanently attached to one of the two tracks (rather than a traditional rail system in which each track is used for one direction).
