I'm a particular fan of the hanging signs, with their translucent, squiggle-patterned backgrounds. The text part of the sign looks like something you could see in a real department store!
That does look like something from a department store! That font type does look similar to some signage at 1990s Sears and JCPenney stores that I remember. This is certainly much classier than what I'd expect from anything designed by Kroger so maybe this dates from before the merger or it was designed by people who had autonomy from Kroger's designers/administrators.
Yeah, if this is original to Cartoon, it's from well before the takeover (Cartoon seems to be from the early-mid 90s). But even after the merger, Fred Meyer kept their upscale clothing departments until well into the Banner era (sometime around the mid-2010s).
