The stairs feature the same decorative brickwork as the rest of this wall of the store, which pairs nicely with the Modern Decor wood paneling on the other side. Through those windows at the top of the stairs, you can see the main entrance doors to the store. That goes to show that the parking garage entrance and street-level entrance both take you to the same place, so it seems super weird that Safeway doesn't have a cart corral there!
