While the right half of the store seems to have seen major changes during the Safeway conversion, I'm pretty sure the left side is mostly like it was in the Fred Meyer days. Besides the layout that doesn't resemble anything I've seen Safeway do before, the biggest sign of weirdness is the refrigerated cases over here. I've never seen this type of case, with the inverted-funnel-shaped ducting coming out of the top, in a Safeway before. Admittedly, I've never seen it in a Fred Meyer either, or any other store for that matter, but I'm more familiar with 2000-era Safeways than 1990-era Fred Meyers, plus Fred Meyer actually does replace their cases periodically, unlike Safeway which practically never does. Plus, these don't match the ones on the produce side, which I'm pretty sure Safeway did install.
There's something about this corner which mildly reminds me of a Greenhouse Kroger, but of course I think some of the actual products which are on the back wall of the Safeway would actually be on the side wall at a Greenhouse Kroger and vice versa. Don't quote me on that, I'm basing that off of memory (though we still have Greenhouse Krogers here in Houston so it isn't too distant of a memory).
