The produce department was certainly rather chaotic at the time of my 2018 visit, with new cases in place but not in their final locations, and temporary fixtures and construction zones all over. Yes, those are bread crates holding some sort of melons (I think) on that endcap! Admittedly, I've seen similar styles of displays used in other stores as a permanent fixture, but certainly not in Fred Meyer.
